If a Speed miss-match occurs,the Interface will never come up.
When a Duplex miss match occurs the link will come up ,but the
link will be troublesome with various errors.
In such cases auto-negotiation fails.
If auto negotiation fails ,there is an attempt to sense link speed.
If this attempt fails the lowest link speed supported on the
Interface is used.This can also cause error if the other end
is statically configured with different/maybe higher speed.
